Can any married Indian male marry again a South America lady ? what the marriage law of south america speaks?

One of my intimate friends has a girl friend who lives in Colombia , South america. He is a married person but he wants to marry his girl friend and live with her there in South america. Can anybody can answer either is it possible or not ? I think it's not possible but he wants a clear information about Colombian Marriage law.
