Volkswagon beetle isn't getting spark?

i have a 1975 vw beetle with ELECTRONIC ignition that isn't getting any spark, it has a compu-fire ignition module and a brand new accel super stock coil, the weird thing is that when i check the wiring from the coil with a light tester, both terminals + and - have power, is that supposed to be that way??? so the coil has power, but isn't getting to the cap i guess. the rotor is fairly new and cleaned and the cap is new too... any thing helps! need to know the firing order and how to wire the coil just in case, and any thing else helpful, thanks!!!
